The chairman of the committee on financial-budgetary and tax policies of the
State Soviet-Khase of Adygeya Rashid Mugu at the VIII conference of the
South-Russian parliamentary association (SRPA) taken place on
September 21st in Makhachkala was elected the chairman of the committee
on economic policy and budgetary affairs. The newspaper "Soviet Adygeya"
from September 26th informed that. We shall note, the mentioned body
(SRPA) - joint and consultative - was created in the south of Russia with
the purpose of development of the coordinated position into implementation
of the political, economic and social reforms. The Association includes
representatives of all the regions of the SFD together with Abkhazia.

There had not been yet arrested persons in relation to the case of the murder
of the head of Krasnogvardeysky area Murat Kudaev. The head of the
press-service of the Office of Public Prosecutor of the republic Vasily Guk
informed that to IA REGNUM correspondent on September 27th. As he
said, he had just communicated with the chief of the investigatory
department of the Office of Public Prosecutor Sergey Zhinzharov who
confirmed that the routine investigatory work was on.
The chairman of the committee on financial-budgetary and tax policies of the
State Soviet-Khase of Adygeya Rashid Mugu noted that he could not
assume why Kudaev was so severely "deprived of his life". He was very
famous as a quite decent and a crystal-clear person. He, Mugu, knew
Kudaev for a long time when he worked in Krasnogvardeysky area; they
spent days and nights together during the liquidation of consequences of
the flooding of 2002, constantly met during the last time when both worked
as the heads of the areas. "All of us are revolted, - he said, - and we hope
that the law enforcement bodies will make everything to catch and honestly
punish criminals".
The chairman of the committee on legislation, legality and local self-
management Anatoly Osokin emphasized that the murder of the head of
Krasnogvardeysky area became an unprecedented case in Adygeya
Republic. The act of terrorism against representative of the public authority,
the head of the administration, official elected by the population was
committed. That fact should accelerate activities of all the forces within the
investigation. Murderers should be unavoidably punished, he noted.
The director of the National museum of Adygeya Almir Nuhov said that he had
not been closely familiar with Kudaev – they met only at official actions. But
he heard that he lived in the limits of his own prosperity, and did not
participate in "repartition of the state property". Therefore, probably, it would
be necessary to tend to the political reasons of his murder. But in that case
not knowing all the circumstances, it is rather difficult to define whom the
murder was favourable to.
The chairman of the republican movement "Circassian congress" Murat
Berzegov considered that, most likely, the reasons for the murder
connected to some commercial interests. "Any political underlying reason, -
he remarked, - could not keep within any frameworks". However, he made
a reservation, he had not known the victim personally, and that fact very
much complicated any assumptions.
